How do the vault qualifications work for womens’ Olympic gymnastics?

For the other three events, two athletes from each country can qualify for the individual competition. But it seems that for vault, only one athlete from each country can qualify and they have to do two vaults during the qualification round instead of just one. Why does this event work differently than the other events?

   it works differently cuz its different from the other events even tho all events r judged by difficulty execution
